four volumes:-

- Volume II entitled 'Criteria for
Evaluation'. This volume covers the
Transport, Planning and Economic Criteria.
- Volume III also entitled ‘Criteria for
Evaluation' covering Social and
Environmental Criteria.
- Volume IV entitled 'Evaluation of Options’.
